BOULDER, Colo.—The Colorado Public Utilities Commission has ruled that Boulder can continue its electric power programs.
In a complaint filed in February, Xcel Energy sought to stop Boulder residents from getting up-front payments for small solar installations. The city also limited energy-efficiency rebates based on how much Boulder residents pay in fees toward such programs in an effort to reduce incentives.
According to the Boulder Daily Camera ( ), the decision essentially preserves the status quo for Boulder’s Xcel customers while the city looks into forming a municipal utility.
