Obama also included foreign military facilities and embassies in the proclamation that calls the measure “a mark of respect for the memory of Arlen Specter.”
Specter, a U.S. senator for almost 30 years, was 82. His death was caused by complications from non-Hodgkin’s lymphoma.
Specter switched from the Republican to Democratic party in 2009, then lost his re-election bid in 2010.
