BOULDER, Colo.—The Boulder City Council is banning whispering, note-passing and texting during meetings.
Boulder Mayor Matt Appelbaum says there have been times where it appeared a council member making a motion or an amendment was reading from an email received from an interested party during council debates.
The Boulder Daily Camera reports ( ) enforcing the ban could be difficult, but some council members believe it interferes with city business.
