has created a foundation in his honor that will award scholarships in two areas.
The first scholarship will be the Emerging Leader Award for Public Service for high school seniors with a keen interest in government and public policy. The family is looking for students with an avid interest in public policy and government. Students must be enrolled in a Denver Public School and accepted to an accredited college for the upcoming fall.
The second award, the Legacy Award for Future Educators, is targeted specifically towards African American males interested in education and teaching. This award will be given to either a Denver area high school senior, or a current college student who is majoring in the education field.

Groff was an educator, father, politician, defender of the underdog, jazz and baseball aficionado. by folks from all walks of life.
“Dad spent 20 years working in the state legislature trying to make sure those who didn’t have a voice were heard,” said Groff’s son, Peter, a former Colorado Senate president. “When he wasn’t fighting for what was right in the Senate he was working in the Denver Public Schools for 40 years, first as a junior high and high school history teacher, then as a DPS administrator.
“As the original ‘Conscious of the Senate’ Dad spent his tenure fighting for policies that would make life better for the least of us. We feel it is our family privilege and duty to continue his fight. To continue that legacy we will offer two scholarships in partnership with Denver Public Schools.”
