SALEM, Ore. — Oregon legislators are moving forward with a bill setting up the state’s legal marijuana market.

After months of negotiations, House lawmakers approved a measure Wednesday creating regulations for both medical and recreational marijuana.

The bill that allows local jurisdictions to bar sales of marijuana if at least 55 percent of their residents voted against Measure 91 in last year’s election. Other counties would have to vote on banning marijuana sales.

The bill also creates a tracking system for marijuana so officials can trace pot from seedling to retail sales in order to keep it out of the black market.

The House approved the measure 52-4. It now heads to the Senate.
