It’s impossible to look at this dog, bound with tape, and not ask, “Why?”

“It’s appalling,” said Animal Protection Officer Stephen Romero.

According to Romero, the German shepherd was found bound with duct tape on a road near the South Platte River. Her front legs were taped together and her muzzle was taped shut.

“No animal should ever have to go through that,” he said. “We’re here to help the animals. It’d be better to just bring it here.”

Romero says a Good Samaritan found the dog wet and scared on a bank right next to the river. The fear is that whoever bound the dog had an even more horrific plan.
