Denver prosecutors have formally charged a 35-year-old man in two separate cases of sexual assault over two years in which he allegedly targeted drunk young women in Lower Downtown.

Randall E. Hoch faces allegations of second-degree kidnapping and four counts of sexual assault.

Prosecutors say they first began investigating Hoch after he allegedly befriended a 27-year-old woman in March who was drunk and had become separated from her friends. Authorities say he “accompanied her home and then sexually assaulted her.”

The woman told police she last remembered being at the Viewhouse in LoDo before waking up the next morning with a naked Hoch in her bed, according to an arrest warrant.

“The investigation led to another victim from an incident in 2013,” Denver’s district attorney’s office said in a news release.

In that assault, prosecutors say Hoch took an intoxicated 24-year-old woman to his home in Highlands Ranch without her permission where he sexually assaulted her.

The woman told investigators she had been at the Cowboy Lounge in LoDo and became separated from her friend, the warrant says. The next morning, the woman said she awoke with Hoch on top of her, according to the document.

Authorities say they had earlier investigated the case but the woman had not fully cooperated with detectives. After hearing of the March case, the warrant says, she changed her mine.

“He’s not going to stop,” the second victim told police, according to the warrant. “(He’s) probably going to do it again, again and again. I just didn’t want anybody else to experience that.”

Hoch was arrested earlier this week and remains at Denver’s downtown jail in lieu of a total of $150,000 bond. He is next due in court Monday.
