PHILADELPHIA — A career prosecutor has declared victory in a race for district attorney in a suburban Philadelphia election that could lead to charges being filed against Bill Cosby.

Democrat Kevin Steele will lead the Montgomery County office that has reopened a 2005 sexual-assault complaint filed against Cosby. Prosecutors have until January to file charges in the 2004 encounter at Cosby’s gated home near Philadelphia.

The investigation had been expected to end if Republican opponent Bruce Castor had won Tuesday and returned as district attorney.

Castor declined to charge Cosby a decade ago and recently questioned the accuser’s credibility. The accuser sued him and said she would stop cooperating in the case if he won.

Castor and Steele invoked the Cosby case in ads.
