Requiring passenger vehicles traveling Interstate 70 mountain passes to have good tires at all times during winter months is a good idea. However, chains are a bad idea, for these reasons: 1) There are inadequate chain-up areas to handle passenger vehicles; 2) traffic backups caused by the installation or removal of chains will be intolerable; 3) chains are difficult to install correctly; 4) chains will damage vehicles when they become loose; 5) chains will fall off and create road hazards; 6) people installing or removing chains at roadside will be struck and killed; and 7) snow tires, mud/snow ( M+S ) tires, and all-season tires are adequate.
