Monday s Post had an interesting article on traffic fatalities and the possible contribution of the secondary seat-belt law. I have always been puzzled by an act that is punishable only if it is accompanied by another illegal act, like if you couldn t be arrested for robbing a bank unless you also use a weapon. If it is illegal to not wear a seat belt, then you should be subject to a fine whether or not you are also fleeing from a bank robbery.
