Westminster has abandoned a controversial plan to launch a municipal trash and recycling service for the entire city.

The City Council chose this week not to continue talks to contract with private haulers for citywide curbside trash and recycling service.

The issue of municipal trash pickup has been a thorny one for Westminster, with  denouncing the proposal as an overreach by local government.

The city estimated that a pay-as-you-throw system with one standard monthly fee would increase recycling rates and reduce wear and tear on city streets by having just one hauler — rather than multiple private haulers — rolling through the city.
