Colorado lawmakers defeat bill to add penalties for drug dealers linked to fatal overdoses

The measure had been criticized as doubling-down on the War on Drugs

An organization called Facing Fentanyl established the day, which is meant to honor and remember the lives lost to fentanyl poisoning.
