Jessica Campbell (i)  Democrat

Residence: Centennial
Profession: County Commissioner, attorney, political strategist.
Education: BA – Phil, Hist, Poli Sci. JD – DU Law. MA in Comp Politics – DU Korbel
Experience: Current Arapahoe County Commissioner for District 2. I serve on our Executive Budget Committee, Capital Improvement Committee, IT Steering Committee, and as our Finance Officer.


What are your top three priorities, if elected?
From passing comprehensive housing and land use reforms & more protective oil and gas regulations, to resolving our budget crisis, & reducing negative impacts from Centennial Airport, I have kept my campaign promises & produced results in my first term. Going forward, I will continue the good work of making Arapahoe healthy, thriving, & sustainable.

In term two, I will focus on: 1. alleviating east-west traffic congestion by increasing access to public transit & microtransit and micromobility options; 2. increasing housing stock & access to home ownership; & 3. increasing economic opportunity & workforce development.

I will also protect & advance the first-time programs I’ve established in term one.

What specific actions would you support to address residents’ affordability concerns and to increase the availability of housing in your county?
In my first term, we made permanent an affordable housing fund & eviction prevention program with wrap-around services, made zoning changes to allow for more density & ADUs, created an affordable housing incentives program, & regulated STRs. We’ve kept over 3,000 families housed since 2023! In 2026, we’ve approved 300+ units at 70% AMI or lower & saw a 35% decrease in unsheltered homelessness with no families on the street.

In a second term, I will protect and increase funding to our housing programs, create a revolving loan fund for ownership & build units for ownership, & will look at inclusionary zoning if needed.

What specific opportunities do you see for collaboration with Denver or state government to take on common challenges?
There are many ways we can work with the state and Denver governments to address common challenges. A few:
1. RTD Reform – addressing service issues, routes, affordability, reliability – increasing access to public transit, microtransit, and micromobility.
2. Continued support and increased funding for affordable housing – looking more at entry-level ownership.
3. Making needed reforms to local government authority to regulate polluting industries and protect our human and environmental health. (oil & gas and data centers.)
4. Protect and defend our civil liberties and allocation of federal dollars to Colorado against an increasingly lawless federal administration lacking a supreme court to keep it in check.

Profession: Retired – Operations Management
Education: AAS, BS
Experience: I have extensive experience in budgeting and prioritizing spending to stay within the established budget in business (30 yrs), government (president Metro District) and personal life.


What are your top three priorities, if elected?
Ensure Arapahoe County infrastructure (Roads, systems etc.) are a spending priority.
Ensure Arapahoe County Sheriff Department is adequately funded.
Attract and retain businesses to ensure a solid revenue stream.

What specific actions would you support to address residents’ affordability concerns and to increase the availability of housing in your county?
Expedite permitting and discourage excessive fees.
Work with County Assessor to ensure fair property taxation.

What specific opportunities do you see for collaboration with Denver or state government to take on common challenges?
Inter-department cooperation on projects with synergistic goals. I.E. transportation.
