The message: Holtzman is “the only candidate for governor with the courage to cut taxes, cap spending” and cut benefits for illegals. He will cut taxes by $1.1 billion and restore revenue caps in the Taxpayer’s Bill of Rights.
Fact: Holtzman is not an official candidate for governor. Attorneys are currently litigating whether he gathered enough signatures to be a legal candidate.
If elected governor, Holtzman cannot end certain kinds of aid to immigrants. For instance, federal laws require that everyone, including immigrants, be provided with education and emergency medical care.
The voters approved Referendum C in November, which allows the state to keep money that would have otherwise been refunded under the Taxpayer’s Bill of Rights. Holtzman cannot unilaterally decide to reverse what the majority of voters decided.
Both Holtzman and the only official GOP gubernatorial candidate, Rep. Bob Beauprez, have proposed returning some of the money the state keeps under Referendum C. Holtzman has suggested capping Referendum C revenues at $3.1 billion and refunding the surplus, which is estimated at $1.1 billion. Beauprez is backing a petition that would cap those revenues at $3.7 billion and send the rest back to taxpayers via heating-bill refunds.
