The Aurora police chief, deputy city manager and an assistant city attorney were criticized Monday for their roles in a letter sent to the Civil Service Commission during an appeal of a sergeant’s discipline.

The letter violated Sgt. Kevin Moriarty’s due process, an outside investigator said Monday.

That the letter was given to the commission and not Moriarty’s attorney was an “incredible blunder,” Assistant City Attorney Peter Morales said.

In the letter, Deputy City Manager Frank Ragan said he was “deeply disappointed” in the actions of the commission for considering evidence that was not entered during a disciplinary review board hearing.

The commission dropped Moriarty’s two-day suspension.
