When Domonique Foxworth participated in a player conduct advisory board at the NFL combine in Indianapolis, he knew something major was coming.

“It was a think tank,” the Broncos cornerback said. “A lot was talked about, and the players had a lot of input.”

Still, Foxworth admits he was surprised by the severity of the suspensions commissioner Roger Goodell levied against two players who, at least in part, inspired the February meeting: Tennessee cornerback Adam “Pacman” Jones and Cincinnati receiver Chris Henry. This week Goodell suspended Jones for the entire 2007 season and banned Henry for the first eight games.

“Considering that the incidents were (before) the conduct meeting, I was surprised by how harsh the punishments were that came down,” Foxworth said. “I think that’s in concert with how the players feel, how the coaches feel. It’s how the fans feel. But as far as these particular suspensions, it was a shock to me. It’s apparent the NFL will clean up the league one way or another.”

Foxworth said he is happy with the part of a new player conduct policy that requires young players to have more meetings and classes as part of their initiation to the league. Previously, the players attended a short symposium before their first training camp.

“That was one of my main points when I went to Indy – that there should be a continuing education process,” Foxworth said.

Scheffler beefs up

Tony Scheffler learned as a rookie last season one thing it takes to be an effective NFL tight end – bulk. So Scheffler has gotten significantly bigger.

Scheffler said Thursday he weighs 265 pounds, after ending last season at 235. Scheffler said he would like to play at about 255 pounds.

Scheffler said he is looking forward to playing in the same offense with newly signed free-agent tight end Daniel Graham. Although Graham will be part of the passing offense, Scheffler will still be a top receiving option for quarterback Jay Cutler. Graham is regarded as an elite blocker.

Wilson update

The Broncos are likely to make a move with linebacker Al Wilson before the April 28-29 draft. A trade to the Giants was nixed last month after Wilson failed a physical. The Broncos’ options are to trade, cut or keep Wilson – with a pay reduction on that last possibility.

The Broncos finalized the contract of receiver David Terrell. He participated in the offseason workout program.
