Voters in Black Forest will decide on Tuesday whether to become a city.
Supporters say it needs to protect itself from the sprawl approaching from Colorado Springs. Opponents say it would cost too much and duplicate services already available.
Water development also is key issue. Creating a city would give the area more control of the dwindling resource.
