COLORADO SPRINGS, Colo.-

Residents of the unincorporated Black Forest area northeast of Colorado Springs decided by a more than 2-to-1 margin not to form a city, according to unofficial vote totals released Wednesday.

The results showed 959 votes for incorporation, and 2,350 against.

The Black Forest Incorporation Committee had spent at least two years and thousands of dollars to try to convince locals to vote for the idea.

Supporters said it would have resulted in better services for residents, and would help stem the tide of ever-increasing development from the Colorado Springs area.

But one opponent said he voted against the plan because taxes would make it too difficult for the older residents in the area to continue to live in Black Forest.

A city would have encompassed some 42 square miles and included roughly 8,600 residents.

Black Forest is about 14 miles northeast of Colorado Springs.
