Washington — When Defense Secretary Robert Gates said that Marine Gen. Peter Pace would step down as chairman of the Joint Chiefs of Staff, he said it would avoid congressional hearings needed for Pace’s reconfirmation that would probably have been combative.

Monday, President Bush and Gates are among those going to Fort Myer for Pace’s official Armed Forces farewell tribute. They will address the crowd as Pace says goodbye to his post and as Adm. Mike Mullen, chief of naval operations, is sworn in as chairman.
