AURORA — Frank Ragan, Aurora’s deputy city manager, was hired Thursday to be the city manager in McKinney, Texas, north of Dallas.

Ragan will take his new job there in late February or early March. He is currently out on leave after having foot surgery. Ragan has been with Aurora for 16 years and most recently oversaw the city’s Police and Fire departments, as well as cultural and library services.

Ragan had come under fire in recent months, including for his part in a letter sent to the Civil Service Commission during an appeal of a sergeant’s discipline. He was also suspended for two weeks in 2005 over how the department handled the case of a man who could have been arrested by police before he raped and attacked a dozen women and children.
