BEIJING — China must be more open about its rapid military buildup and should expand military collaboration with the United States to develop greater trust and thereby prevent misunderstandings and confrontation, the U.S. commander in the Pacific said Tuesday.
Adm. Timothy J. Keating was visiting China as one of its top generals said the United States still far surpassed China’s military capacity and should not be concerned about the buildup.
