CHICAGO — Shares of CME Group Inc. and Nymex Holdings Inc. plummeted Wednesday after a Department of Justice opinion raised concerns that the proposed $11 billion combination of the two financial-exchange companies could be in jeopardy.

The Justice Department cited worries Tuesday about regulations governing the trading of financial futures, or contracts tied to bets about the direction of interest rates and other products.
