No law was broken at a fund-raiser hosted for a Republican congressional candidate despite the attendance of the head of the federal Environmental Protection Agency, federal investigators announced on Tuesday.

The U.S. Office of Special Counsel concluded that EPA administrator Stephen Johnson did not break laws prohibiting federal agency resources for partisan political activity.

The 2006 fund-raiser was held for Rick O’Donnell, who lost his bid for the 7th Congressional District seat.
