DENVER—The ACLU of Colorado says it has settled a lawsuit challenging state rules on rallies outside the state Capitol.

One allowed rallies to be canceled whenever Homeland Security declared a heightened level of security. The ACLU pointed out the country has been under a heightened alert for six years.
Another allowed a rally permit to be revoked if any participant violated any law.
The ACLU said Wednesday the revised regulations limit cancellations to times when there are specific threats to the Capitol or to public property or safety.
Restrictions on soliciting donations or selling buttons and bumper stickers at rallies also were relaxed.
