MINTURN, Colo.—Two Minturn residents plan to circulate a petition calling for a public vote on whether a private ski resort should be built south of town.

The Town Council has given preliminary approval to the resort, golf course and 1,700 homes.

Frank Lorenti and Pete Vance have submitted their proposed petition to city officials to review the language.

If the wording is approved, Lorenti and Vance would need about 80 registered voters to sign it.
