ARVADA — Arvada police said they have arrested a serial flasher who targeted women at salons and spas in dozens of indecent exposure incidents in Arvada, Thornton and Westminster this year.
Jesse Cordova, 28, a registered sex offender, was allegedly caught in the act Wednesday by Arvada police, who had been tailing him.
Investigators said they saw Cordova expose himself to a 35-year-old woman in the 6300 block of Quail Street.
He is in the Jefferson County Jail.
