NFL commissioner Roger Goodell is expected to rule today on whether Broncos wide receiver Brandon Marshall violated the league’s personal conduct policy.

Marshall met with Goodell in the commissioner’s New York office July 18. Since then, the Broncos have been bracing for a two- to four-game suspension, while hoping for no penalty. The NFL Network reported Sunday that Marshall would be suspended three games, to be reduced to two games if the receiver, who had 102 catches in 2007, agrees to counseling.

But an NFL source said the Broncos were assured Sunday night that a final decision had not yet been made. Should Marshall be suspended two games, he would be able to continue participating in training camp and the preseason, but would miss the Broncos’ season opener Sept. 8 at Oakland and their home opener Sept. 14 against San Diego. If suspended, Marshall would not be able to practice with the team from the time his suspension begins Sept. 2 until it ends after the San Diego game.

Goodell is concerned about the numerous police-related incidents involving Marshall over a 12-month period, most notably his arrest on a domestic-violence warrant filed by his former girlfriend in Atlanta on March 6.
