SAN FRANCISCO — An initial investigation into the crash of a firefighting helicopter that killed nine people in California earlier this month has found that the chopper’s main rotor lost power during takeoff.

The Sikorsky S-61N helicopter hit trees in the Shasta-Trinity National Forest on Aug. 5, according to a preliminary crash report released Thursday by the National Transportation Safety Board.
