The Colorado Division of Securities said Wednesday it has barred Legacy Capital Energy Group LLC of Texas from raising money in Colorado.

Legacy’s managing member and president, Sami A. London, also known as Sami A. Mahomed, vice president Justin W. Werst and Anthony R. Bookman, a sales representative, allegedly tried to raise $3.2 million starting in June for an oil venture. But they didn’t register the offering or license themselves to sell securities in the state. They also didn’t disclose that London, under his previous name, had owned several unsuccessful oil companies that filed for bankruptcy.
