HARARE, Zimbabwe — The new prime minister said President Robert Mugabe could not be held accountable for political violence in his 28-year-rule, but others might face prosecution.

Prime Minister Morgan Tsvan girai, leader of the Movement for Democratic Change, spoke at his home Tuesday, the day after his longtime opposition group signed a power-sharing agreement with Mugabe and his ZANU-PF party.

Tsvangirai predicted that some ministers would work against him but said that Mugabe would not be a problem because he had “given up” — despite the president’s defiant speech upon signing the accord.
