DENVER—Colorado Sen. Ken Salazar and Senate Judiciary Chairman Patrick Leahy of Vermont sent a letter to U.S. Attorney General Michael Mukasey asking him why no charges were filed after a probe into improprieties at a department that manages federal oil royalties.

A two-year, $5.3 million investigation by Inspector General Earl E. Devaney found a “culture of substance abuse and promiscuity” in the Minerals Management Service that included having sex with energy company employees.

The alleged transgressions involve 13 former and current Interior Department employees in Denver and Washington.

The letter sent Tuesday refers to two top officials that the report says manipulated contracts to ensure they were awarded to former Interior employees.
