Highlights of Gov. Bill Ritter’s proposed budget for 2009-10, released Sunday:
— Total budget: $19.2 billion, up 3.4 percent from the current $18.6 billion.
— General fund, which includes all or parts of 19 major departments: $7.92 billion, up 4.9 percent from the current $7.54 billion.
— New rainy day fund: $77 million for critical services. If any of the money is unspent by the end of the budget year on June 30, 2010, the first $40 million would go to a permanent rainy day fund, the next $30 million would go to replace or repair bridges and the final $7 million would go to economic stimulus.
— Kindergarten through 12th grade education: $4.5 billion, up 4.7 percent.
— Higher education: $2.9 billion, up 4.3 percent.
— Transportation: $873 million, down 32.9 percent.
— Health care: $4 billion, up 7.8 percent.
