MANILA, Philippines — A sudden monsoon squall overturned a crowded inter-island ferry in the Philippines, drowning at least 40 people, and the coast guard said today that the captain and owner may face charges for sailing without a permit.
Seventy-six people were rescued and taken to two hospitals Tuesday, said Maj. Gen. Jeffrey Sodusta, the regional army commander. He said 40 bodies were recovered, including 11 children.
The ship’s manifest listed 119 passengers and a crew of six, though ferries frequently carry more people than are officially listed. Officials said it did not have the required clearance and may have been overloaded.
