COLORADO SPRINGS, Colo.—El Paso County commissioners have approved an agreement to create a multi-county watershed district aimed at managing Fountain Creek and its flood plain.

The commission voted 3-2 in favor of the intergovernmental agreement Monday. The Pueblo County Commission is scheduled to take up the issue Tuesday.

The agreement is the result of months of work by the Fountain Creek Vision Task Force, which formed in 2006 to begin addressing issues related to the creek following sewage spills, lawsuits and public controversy.

Officials say the agreement is the first step toward establishing a nine-member board that eventually would include representatives from Colorado Springs, Pueblo, Fountain, the Lower Arkansas Valley Water Conservation District and other groups with a stake in Fountain Creek.
