MOSCOW — The U.S. State Department has sent its point person for Latin America to Moscow for talks on improving cooperation in the region.

The visit today by Assistant Secretary Thomas Shannon reflects Russia’s increased presence in Latin America.

Russia’s naval ships have been sailing through the Caribbean in recent weeks and President Dmitry Medvedev has recently visited several countries in the region, including Brazil, Cuba, Peru and Venezuela.

Shannon said in an interview with Western reporters that Russia doesn’t bring an ideological purpose to its engagement. He said Russia’s push for a presence in the region is based on commercial interests.
