Congress should consider delaying the Feb. 17 switch to digital television because a flawed subsidy program may leave some households without equipment needed to receive broadcasts, a consumer group said Wednesday.
The plea from Consumers Union came as the waiting list neared 1 million households at the federal assistance program, which offers $40 coupons toward the $40-to-$80 cost of a digital converter box needed by some households that rely on antennas for reception.
