DENVER—A bill requiring cat owners to implant microchips in their pets or buy ID tags is headed to the full House after Colorado lawmakers passed it out of committee.
The House Local Government Committee approved House Bill 1019 Thursday. It would require cat owners in cities of more than 100,000 people to attach or implant identification information to allow lost cats to be returned to their owners.
People who regularly feed or provide shelter to strays also would fall under the same requirement.
Democratic Rep. Wes McKinley of Walsh voted against the bill, saying he shoots feral cats that he calls dangerous, and claiming cats are too smart to be trapped.
