DALLAS — AT&T Inc. and a union that represents 20,000 of its wireless workers failed to agree on a new labor contract, potentially paving the way for the first strike in that division.

The employees represented by the Communications Workers of America account for about 6 percent of the workforce. The union instructed its members to keep working under the terms of the old contract, which expired Monday.
