CHICAGO — Cook County Commissioner Mike Quigley has bested 11 other Democrats in a special primary election to fill the seat of former U.S. Rep. Rahm Emanuel, who left Congress to be President Barack Obama’s chief of staff.

With 98 percent of precincts reporting, Quigley had 11,814 votes, or 22.2 percent. On the Republican side, Rosanna Pulido wrested the GOP nomination from five rivals. Quigley and Pulido face off in an April 7 special election, with the Democrat a heavy favorite.
