Supporters of legislation to overhaul how congressional campaigns are funded say President Barack Obama’s support is crucial.
Legislation to be introduced this week would cap donations to House and Senate candidates at $100, with the federal government offering a $4-to-$1 match for contributions from home-state residents.
Proponents cite Obama’s success with small donors last year: 54 percent of donations were $200 or less.
“If Barack even gives a signal that he’ll sign this, it will change everything,” said Toby Moffett, a former Democratic congressman.
