DENVER—The House without debate has approved a bill that would bar adults from talking on cell phones without handsfree devices while driving.

The bill also would impose a total ban on cell phone use for drivers younger than 18.

Lawmakers amended the bill to exempt emergency workers and parcel delivery drivers.

The measure passed Wednesday on a vote of 39-25 and now heads to the Senate.
