The Denver City Council on Monday delayed a crucial vote on a hotly debated “worker retention” ordinance that would require winning bidders on city service contracts to keep for at least 90 days the previous contract holder’s employees.

The council, with no discussion, sent the issue back to a committee for further debate. The committee is scheduled to take up the proposal May 18.

Labor leaders are pushing the proposal, which is championed by Councilman Chris Nevitt, as necessary to protect vulnerable working-class employees.

Business leaders fear that the proposal would end up increasing costs and bureaucracy, a contention that is disputed by those who support the measure.
