ISTANBUL — In what could spur the start of a new season of fighting between Turkish troops and Kurdish insurgents, a roadside bombing in the country’s southeast killed nine Turkish soldiers Wednesday. The attack was the largest single-incident death toll this year for the Turkish military, which has waged a decades- long struggle with fighters of the Kurdistan Workers’ Party.
