A bill that would root out ballot initiative hanky-panky won final approval in the state Senate on Friday.
House Bill 1326 comes in response to a number of citizen initiatives that were dogged by accusations of shady or illegal collection of signatures. Under the bill, signature-gathering firms would be required to be licensed by the state and they would be prohibited from paying petition circulators by the signature.
