Colorado’s two biggest power companies, Xcel Energy and Tri-State Generation and Transmission, on Thursday filed applications with state regulators to jointly develop a $180 million transmission project.

The companies would need approval from the Colorado Public Utilities Commission and also from local governments, they said.
