Sinclair Oil Corp. has shut a coker and is operating a fluid catalytic cracker at “vastly” reduced rates at the Sinclair, Wyo., refinery, a state official said.
Three of the plant’s four sulfur recovery units malfunctioned as the plant was returning from planned maintenance, said Dave Finley, administrator for the air quality division of the Wyoming Department of Environmental Quality.
