The winner: Oscar Olivivas, Orchard Mesa: This is the Wayne Aspinall plaque in Palisade City Park. U.S. Rep. Aspinall (D) called Palisade home, and did much legislation regarding water, even before he became head of the House Interior & Insular Affairs committee. His cremated remains are in the Orchard Mesa cemetery.
