To help solve Colorado’s budget crisis, a task force will work to develop possible changes to the Taxpayer’s Bill of Rights and Amendment 23, which mandates levels of education spending, Gov. Bill Ritter told a gathering of Denver-area mayors Wednesday.

Ritter told the Metro Mayors Caucus that next year is not the time ask voters to approve new revenue streams.

Looking at 2011 to make changes to TABOR and Amendment 23 would give proponents of a fiscal fix time to make their case to voters, he said.

More immediately, Colorado must initiate budget cuts to shore up the state’s financial position, Ritter said. Jeffrey Leib, The Denver Post
