BOULDER, Colo.—Boulder is considering a nearly $6 million plan to expand the city’s recycling operations, which would be financed by an increase in the trash tax.

The City Council is expected the plan Tuesday. The city would buy a 10-acre site to consolidate recycling centers.

Three recycling centers, including Eco-Cycle, would begin moving to the new site next year.

Boulder County has decided against sharing the cost of buying the land, but plans to loan the city $5 million toward the purchase. The city would repay the loan with revenue from the trash tax.

The tax might be increased to its maximum voter-approved rate of $3.50 per month for most customers.
