SAN BERNARDINO, Calif. — A prison inmate was indicted Tuesday on murder and arson charges in a 2003 Southern California wildfire that destroyed nearly 1,000 homes and was linked to a half-dozen heart- attack deaths. New evidence allowed prosecutors to identify Rickie Fowler, 28, as a suspect, officials said.
